A PROPOSAL TO THE GRAYSON COUNTY COMMISSIONER’S COURT CONCERNING ES&S PAYMENTS AND ELECTION INTEGRITY
Whereas Grayson County is paying $140,000+/year for ES&S election hardware and software per a November 2022 invoice presented to the Commissioner’s Court.
Whereas serious flaws in our elections which have been observed across the state including unreliable voting machines that operate on proprietary software with source code that is not open to state or public review.
Whereas former US military intelligence officer and statistical analyst Seth Keshel analyzed the trends of Texas voter registrations versus actual votes and discovered alarming anomalies in several counties (ones that defy typical historical trends) and has identified Grayson County as “likely” having machine/software fraud. Captain Keshel presented this information at a 2022 Sherman Texas meeting.
Whereas Dr. Douglas Frank discovered an algorithmic pattern in Texas elections, based on US Census Bureau data, that had registration and turnout rates that repeatedly reflected a common mathematical formula across numerous demographically unique counties with a very high degree of accuracy (a correlation of 0.999). An indication of programing/machine fraud. Dr. Frank presented this information at a 2022 Sherman Texas meeting.
Whereas, as an example, Collin County machine certifications were not lawful and sample votes were flipped during public demonstrations.
Whereas, as an example, Dallas County experienced numerous equipment failures and poll books spontaneously and inexplicably inflating voter check-in totals
Whereas the Volkswagen emissions scandal demonstrated that a program could exist in software that can detect if it is being tested and trigger the desired passing results. Which makes the state required machine testing worthless.
Whereas polls show that with the volume of voting issues across the state, confidence in our elections is crashing. If we do not have free and fair elections, we do not have a Republic.
Subsequently, considering the importance of Grayson citizens having confidence in their elections and the Court’s obligation for due diligence concerning funds paid ES&S, the county should authorize travel for one or all the Commissioner’s Court to attend Senator Bob Hall's Austin Legislative Briefing - Making Elections Accurate, Transparent, Accountable on January 24th in room E1.016. It is designed to provide valuable information about election machine/software vulnerabilities.
